Towards an Open State: Directorio Legislativo at the OGP Global Summit 2025




The Global Executive Director of Directorio Legislativo, María Baron, participated in the Open Government Partnership (OGP) Global Summit 2025, held from October 6 to 10 in Vitoria-Gasteiz, Spain. The event brought together government representatives, civil society leaders, and policymakers from around the world to exchange experiences, share best practices, and advance open government initiatives.

Within this framework, María Baron took part in the panel “Towards an Open State,” which explored how the legislative, executive, and judicial branches can work together—and with citizens—to deliver stronger and more responsive governance. The session underscored the importance of placing interinstitutional collaboration and citizen participation at the heart of public policymaking.

Additionally, Directorio Legislativo’s Global Executive Director joined the Open Parliament Day, held during the Summit and co-organized by the Open Parliament e-Network (OPeN) and OGP. “For us, transparency is a means, not an end. We can have countless tools, committees, and platforms, but what truly matters is that they help us build fairer, more equal societies,” she stated during the panel “Ethics, Integrity and Parliamentary Accountability.”

“Everything that has been created through OGP,” Baron emphasized, “this process of dialogue and of commitments jointly evaluated by multiple actors, demonstrates that it is possible to sustain good practices over time—even in democracies that are not yet fully consolidated.”

Directorio Legislativo’s participation in the OGP Global Summit reaffirms its commitment to strengthening institutions that are more transparent, accountable, and open to citizen dialogue.
